EXHIBIT D -MINING PLAN <br />The proposed Cooley Gravel Company Longmont Operation comprises approximately 213 acres of <br />rangeland lying east of Boulder Creek and north of County Road 20.5 in southwestern Weld County. <br />The entire site lies within the Boulder Creek floodplain. Surface mining of alluvial sand and gravel is <br />proposed for the entire site within normal setbacks with awetlands/wildlife buffer zone to be <br />established along Boulder Creek. Following mining, the site will be reclaimed as an open lake or as <br />a sealed water storage reservoir with both reclamation plans having a revegetated, irregutaz shoreline <br />for wfldlife habitat. The purpose of this exhibit is to describe in detail the proposed mining plan for <br />the operation. The accompanying Figure D-1, Exhibit D -Mining Plan, portrays the elements of the <br />proposed mining operation as described in this narrative. <br />Concurrent with the submittal of this Regulaz (112) Permit application to DMG, Cooley has also <br />submitted an application for a Special Use Permit for sand and gravel mining and reclamation to the <br />Weld County Boazd of County Commissioners. The content of that application is essentially identical <br />to this State permit application. The differences include a County format permit application form and <br />• the addition of a Road Maintenance Agreement. <br />Cooley is proposing to mine the property in four phases as shown on Figure D-1. Phase One will <br />consist of development of the gravel plant and asphalt and concrete batch plants on approximately 20 <br />acres at the southeast corner of the site and mining of approximately 54 acres surrounding the plant <br />azeas. Phase Two will extend mining to the buffer zone along Boulder Creek to the west and <br />northwest, and north to the boundary between Section 16 and Section 9. Phase Two will encompass <br />approximately 89 acres. Phase Three comprises the approximately 38 minable acres of the quarter- <br />quarter section of Section 9 within the Cooley property. Phase Four will consist of moving the <br />gravel, concrete and asphalt batch plants and mining the remaining 21.5 acres below the former plant <br />sites. All of the plants may or may not be utilized when mining the Phase Four area. Processing <br />operations will be relocated just west of the Phase Four azea during mining of Phase Four, if the <br />plants remain on site. Only pit-run materials may be removed from the site, minimal processing done <br />on the aggregate, or continued full operations may occur during Phase Four. During mining of the <br />four phases, only approximately 25 acres will be undergoing mining at any given time. <br />r <br />~J <br />K~~ <br />
