EXHIBIT C - PREMINING PLAN AND AFFECTED LANDS <br />Exhibit C is intended to fulfill the requirements of Sections 3432-112 (4), subsections (c), (e), (f), <br />(g), (h) and (i) of the Colorado Mined Land Reclamation Att as outlined in the Mineral Rules and <br />Regulations of the DMG and the Mined Land Reclamation Boazd. Generally, the required <br />information relates to adjacent property ownership, the name and location of surface features and <br />structures within 200 ft of the boundaries of the affetted Land, existing topography, the total area of <br />mined and affected lands, vegetation and water resource information as required by the Division. <br />Adjacent property ownership for the Longmont Operation is listed on the accompanying Figure C-1, <br />Exhibit C - Premining Plan. Existing adjacent land use is rangeland to the north and pasture and crop <br />land east of the property, an open lake (reclaimed sand and gravel pit) immediately east of the middle <br />of the property, and Weld County Road 20.5 and pasture land south of the property. Boulder Creek <br />bounds the property along the west and northwest sides. <br />The premining topography of the azea is also shown on Figure C-I, and is taken from USGS <br />quadrangle topography transferred onto a recent air photo base map. The ground surface ranges from <br />approximately EI. 4865 to El. 4880 and dips gently to the north towazds the confluence of Boulder <br />and St. Vrain Creeks, and locally to the west towards Boulder Creek. In addition, 100-year flood <br />elevation contours are depicted on Figure C-1 taken from a Colorado Conservation Boazd flood map. <br />The total area to be involved in the operation, including mined areas and areas of ancillary <br />operations, comprise approximately 202 acres of the entire approximately 213 acres owned by <br />Cooley. Current land use is irrigated pasture/cropland and non-irrigated rangeland. Cattle aze <br />currently grazing on the property. <br />Information included in Ezhibit G -Water Information is also included on Figure C-1. An inset map <br />with a map key identifies all permitted well owners within approximately one mile of the site. The <br />list of well owners that accompanies the water information inset map on Figure C-1 is included in the <br />text of Exhibit G. <br /> <br />S <br />/'1~~ <br />
