Exhibit 71 Hydrologic Characterization South of the Divide Area and Monitoring Plan 28 <br />4.4.5 New Spring Monitoring Sites <br />• 4.4.5.1 SnrinQ 35-3 <br />Spring 35-3 is located in upper Deep Creek which is tributary to the North Fork of the Gunnison River <br />(Map 1). This spring is located in the SOD azea that will be developed between years 2009 and 2013. <br />The source of this spring appears to issue from alluvium. Baseline monitoring of Spring 35-3 is <br />scheduled to begin in the spring of 2006 and will include measuring flow, collecting field water quality <br />data, and collecting samples for laboratory water quality analyses from May through October 2006 <br />(CDMG, ZOOSb}. Routine monitoring at this location is scheduled to begin in 2007. <br />4.4.5.1 Deer Creek Spring <br />Deer Creek Spring is a decreed domestic spring located in Deer Creek which is tributary to the Dry Fork. <br />It is located west of the SOD area. The source of this spring is not known. Baseline monitoring of Deer <br />Creek Spring will begin in the spring of 2006. Baseline monitoring of this station will include measuring <br />flow, collecting field water quality data, and collecting samples for laboratory water quality analyses from <br />May through October 2006 (CDMG, 2005a). Routine monitoring is scheduled to in 2007. <br />4.4.5.3 Sprinv WCC-24 <br />Spring WCC-24 is a perennial spring located in a small unnamed tributary on the south side of Dry Fork <br />• (Map 1). It is located west of the SOD azea that will be developed between years 2009 to 2013. The <br />source of this spring is not known. Baseline monitoring of Spring WCC-24 will begin in the spring of <br />2006 and will include measuring flow, collecting field water quality data, and collecting samples for <br />laboratory water quality analyses from May through October 2006~(CDMG, 20056). Routine monitoring <br />at this location will begin in 2007. <br />4.4.5.4 Spring J 2 <br />Spring J-2 is located in Lick Creek which is tributary to Minnesota Creek (Map 1). It is located south of <br />the SOD area that will be developed between 2014 and 2018. The source of this spring appears to issue <br />from colluvium. Baseline monitoring of Spring J-2 will begin in the spring of 2006 and will include <br />measuring flow, collecting field water quality data, and collecting samples for laboratory water quality <br />analyses from May through October 2006 (CDMG, 20056). Routine monitoring at this location will <br />begin in 2007. <br />4.4.5.5 Spring)-7 <br />Spring J-7 is located in Poison Gulch which is tributary to Dry Fork (Map 1). It is within the SOD area <br />that will be developed between years 2009 and 2013. The source of this spring appears to issue from <br />alluvium.
