Exhibit 71 Hydrologic Characterization South of the Divide Area and Monitoring Plan 14
Fork lab pazameters include those listed in Table 6 plus alkalinity, carbonate, hydroxide, and ortho-
phosphate.
The hydrologic monitoring plan incorporates a separate baseline monitoring schedule for approximately
one year prior to expanding mine development in new azeas for newly added monitoring sites (CDMG,
20056). The baseline schedule includes collecting monthly field water quality data, flow or water level
measurements, and collecting samples for laboratory analysis (Table 6). Site-specific baseline schedules
will depend on site accessibility and mine development timing. Baseline monitoring will be conducted
monthly, generally from April through September in order to provide adequate data to show seasonal
variations in water quality and quantity. Winter access to most azeas at the WEM azea is impractical, so
the baseline monitoring will not be performed from October through March. A summary of the baseline
monitoring plan schedule frequencies is presented in Table 5 and the baseline laboratory pazameters are
shown on Table 6.
Table 5
Monitoring Frequencies ct)

C~J
Routine Monitorin Baseline Monitorin

Month Flow /
Level Field
Parameters Laboratory
Anal sis
Janu
Febru
March
A ril X X X
Rising Limb -April 3 to May 13
A
P
k Fl
ril 21 t
J
26 Ma X X X
p
ea
ow -
o
une
Low Flow -July 10 to October 8 June X X X
Jul X X X
Au st X X X
Se [ember X X X
October
November
December
"Ter discussion with J.
