Exhibit 71 Hydrologic Characterization South of the Divide Area and Monitoring Plan 14 <br />Fork lab pazameters include those listed in Table 6 plus alkalinity, carbonate, hydroxide, and ortho- <br />phosphate. <br />The hydrologic monitoring plan incorporates a separate baseline monitoring schedule for approximately <br />one year prior to expanding mine development in new azeas for newly added monitoring sites (CDMG, <br />20056). The baseline schedule includes collecting monthly field water quality data, flow or water level <br />measurements, and collecting samples for laboratory analysis (Table 6). Site-specific baseline schedules <br />will depend on site accessibility and mine development timing. Baseline monitoring will be conducted <br />monthly, generally from April through September in order to provide adequate data to show seasonal <br />variations in water quality and quantity. Winter access to most azeas at the WEM azea is impractical, so <br />the baseline monitoring will not be performed from October through March.
