Exhibit 71 Hydrologic Chazacterization Souffi of the Divide Area and Monitoring Plan 6 <br />issue from alluvium or colluvium, 35 percent issue from bedrock, and only about 5 percent issue from the <br />Upper or Lower Coal Series strata (CDMG, 2005a). The flow activity of the springs and seeps is seasonal <br />and also varies with long term climatic conditions such as droughts. Typically, flows are greatest in the <br />spring months and/or during wet climatic periods. Flows generally decrease in late summer and fall <br />and/or during dry climatic periods. Some springs aze ephemeral, indicating that they originate from <br />shallow and localized water-bearing zones such as landslide deposits, colluvitun, or lenticular strata. <br />Baseline water quality data are available for 6 springs in the SOD azea including Springs J-1, J-4, J-5, J-7, <br />WCC-5, and WCC-24 (Map 34 in the PR10 document) and an abbreviated summary of the spring water <br />quality data is presented in Table 2. Current hydrologic data is only available for spring J-4 and this is <br />presented in Appendix B. <br />The only spring located near the SOD azea that is currently monitored is Spring J-4. Spring J-4 is located <br />in East Gulch East of Horse Gulch and is tributary to Dry Fork, just north of the SOD area (Map 1). The <br />overburden thickness above the E-Seam at J-4 is about 600 feet. This spring issues from alluvium, is <br />seasonal, and is normally dry in late summer or autumn. Water quality data collected to date at Spring J-4 <br />do not indicate any mining-related impacts. Of the three perennial springs identified in the SOD azea, <br />WCC-24, J-7, and J-2, only Spring J-7 is within the azea of influence of the projected longwall panels. <br />• There is only one decreed spring in the SOD azea, Deer Creek Domestic Spring and Pipeline (Map 1), <br />which is located in Deer Creek {tributary to Dry Fork).
