-2- <br />• PROPOSED PLAN: <br />To avoid continual siltation of the Taylor Creek Pond, Colowyo <br />proposes to construct a temporary diversion of Taylor Creek around the pond. <br />Included in the initial diversion structure will be an outlet pipe that will <br />allow the pond to be filled by Taylor Creek if the water is acceptable. As we <br />discussed on September 12, the diversion will be designed to safely pass the <br />runoff from a 10 year, 24 hour precipitation event since it is temporary. After <br />mining operations are complete, the diversion and associated structures will <br />be removed and the area reclaimed in conjunction with the haul road reclamation <br />and in accordance with the plan submitted in the Colowyo Permit C-019-81 for <br />the loadout area. The Taylor Pond will remain intact for stack watering <br />purposes. <br />During construction of the diversion structures, all available top- <br />soil will be removed and stockpiled in accordance with the Colowyo Permit <br />C-019-81. Construction will consist of a diversion dam on Taylor Creek, a <br />concrete diversion structure and associated headgate, a diversion ditch that <br />ties in with the spillway of the Taylor Pond, and a low level outlet for the <br />Taylor Pond. The locations and designs of the structures are shown on the <br />enclosed map, Proposed Taylor Creek Diversion System and associated figures <br />and calculations. <br />During operation of the structures, Ovate;- will be diverted around <br />the Taylor Pond, unless it is acceptable for use in the water system, in which <br />case it will be allowed to flow into the Pond. <br />When sediment buildup in the pond creates operational problems for <br />the water system, the pond will be dredged. The proposed low level outlet <br />will be used to drain the pond prior to dredging. If the dredged material is <br />acceptable for use as topsoil, it will be stockpiled. The dredging operation <br />will require the construction and maintenance of a pad for a small mobile drag- <br />line to operate on. The dragline will stockpile the dredged material alongside <br />the pond or load the material into trucks to haul to a stockpile (if it is <br />acceptable as topsoil) or to a mine dump. <br />A Proposed Public Notice is attached for your review.
