,~. <br />Breach Point #1 <br />Breach point #1 on Perimeter Collector Ditch C17 is located approximately 425 feet due west of <br />Pond 007. At this point, a small twelve inch diameter culvert with a six inch pipe passing through <br />it was found in Ditch C17. This temporary culvert was installed sometime back to be used as an <br />equipment crossing point over the ditch for the farmers to enter the pastures. The temporary <br />culvert was forgotten and was never removed. The amount of runoff water that the partially open <br />twelve inch culvert had to handle exceeded its capacity and thus the water backed up the ditch to <br />a point where it topped over. The water that escaped flowed southwesterly approximately 260 <br />feet and off the permit. No significant offsite damage was observed or reported. It should be <br />noted that the water flowing from the mature reclaimed grass fields into Ditch C17 was basically <br />clear from my observation after the rain had stopped. After the water left the ditch, it did pick up <br />some sediment from the surrounding ground and transported it off permitted ground. WFC will <br />mitigate Breach Point #1 by enlarging the ditch to exceed the design dimensions from Pond 007 <br />westward a distance of 1800 ft and installing two 18-inch diameter CMP's at Breach point #1 for <br />field access. A contractor was hired and work started the next morning (July 11`h) at 7:OOam. <br />Breach Point #2 <br />Breach Point #2 on Perimeter Collector Ditch C17 is located approximately 1050 feet due west of <br />Pond 007. Upon investigation, it was observed that the grade of the ditch in this particular section <br />is flat to slightly downward toward Pond 007. Dimension of the ditch was measured as 128 inch <br />wide across the top by 67inches across the bottom by 20 inches deep. It was also observed that <br />the irrigating Contractors for WFC had made a 4-Wheeler path over the ditch bank and thus, <br />compromised the ditch height and water carrying capacity. Since this breach point is some 600 <br />feet up gradient of Breach Point #1, there should be less runoff volume flowing (less surface area <br />contribution) in the ditch at the time of the thunderstorm. Again, the volume of untreated water <br />flowing off the permit could not be determined The distance from the ditch(C17) to where it <br />exited the permit is approximately 90 feet due south. It appeared the mud deposit left by the <br />discharge did not extend passed the centerline of 5`" Street. Off site damage was minimal. WFC <br />will mitigate this Breach Point #2 by enlarging the ditch to exceed the design dimensions.
