longer needed for its intended purpose. Ground water monitoring holes will not be <br />installed as part of the exploration program. <br />Air Pollution Air pollution is not anticipated. Vehicles and equipment will generate <br />minimal amounts of dust during access and construction activities. Dust may be <br />generated when drilling conditions allow for air injection and evacuation of the drill <br />hole. Dust created from air drilling methods is expected to be confined to the drill <br />site. <br />Damage to Fish and Wildlife or Their Habitat and Other Natural Resources Damage <br />to wildlife or their habitats is not expected. The drilling sites are small confined areas <br />that require little disturbance. Damage to fish will not be an issue since none of the <br />drainages are known to support any fish species. Sediment control and pollution <br />controls mentioned above will provide protection to the various vertebrate and <br />invertebrate organisms that are present. <br />Cultural Resources Archaeological block surveys have been previously performed for <br />all azeas proposed for drilling or access roads. The State Archaeologist or other <br />appropriate agency will be notified should any antiquities or other objects of historic <br />or scientific interest be encountered during the exploration program. <br />Hazazds to Public Health and Safetv All actions and procedures necessary to ensure <br />public health and safety and compliance with applicable laws and regulations will be <br />strictly enforced. The public at large will not be exposed to the majority of the <br />exploration activities due to the remote location and Colowyo's large private land <br />ownership position surrounding the area to be explored. <br />VII, Method of Plugging Drill Holes <br />As agreed upon in the discussion between the BLM and Colowyo (detailed in the letter of <br />August 16, 1995 from John Husband to Ed Moyer), the following plugging procedure will be <br />adhered to throughout this drilling program. <br />Drill holes drilled deeper than the proposed stripping limit (450-500 feet) will be <br />plugged by pumping cement or heavy solids bentonite mud through the drill stem <br />from the bottom up with the required concrete cap. <br />2. Drill holes shallower than proposed stripping limits (450-500 feet) may be plugged <br />with the ready-mix concrete method. <br />Drill holes with no water or coal zones may be plugged by backfilling with cuttings <br />and the required cement cap. <br />Note that Colowyo prefers and proposes to seal all drill holes using heavy solids bentonite <br />mud pumped through the drill stem from the bottom up to the stripping limit or else to the <br />N:\CCC_ENGWAN\DMGINOI_DOC\07N01\07_NOI Tezt.doc <br />10!26/06 <br />1~ <br />
