It is the Rules and <br />Regulations adopted by the Mined Land Reclamation Board <br />on April 19, 1977, that the Commissioners are reluctant <br />to recognize. In 1978, the General Assembly disapproved <br />nearly all of those Rules and Regulations in Senate Joint <br />Resolution No. 3.
