This discharge point <br />is a sedimentation pond controlling runoff fran the New Elk Mine. Total <br />precipitation was 5.2 inches for the third quarter. The third quarter was <br />highlighted by storm events averaging .75 inches per week. <br />On August 19, 1986 WFC canpleted a survey of Pond 007A. This survey <br />was completed as per Colorado Mined Land Reclamation regulations. This <br />annual survey is completed to determine sediment levels and pond capacity. <br />The pond capacity is within 0.1 acre-foot of approved design capacity. The <br />pond should be handling sediment loading. It is not. WFC will be taking <br />the following measures pending Department approval to correct effluent <br />problems. <br />1. . Pond 007A will be drained. Draining the pond is necessary to canplete <br />the tasks outlined below. By this correspondence, WFC is notifying the <br />Department of a known bypass situation. To canpletely drain the pond, <br />WFC must divert the present drainage around Pond 007A and pump residual <br />water. The bypass will be in effect for a time period to allow drying <br />of sediment and complete prooosed modifications. WFC understands our <br />discharge permit requires a 10-day notification period prior to <br />beginning a bypass. <br />2. Since the pond meets current design requirements, !~1cC does not want *_o <br />modify the existing structure. WFC is proposing to install a settling <br />structure at the point of pond influent. This settling structure will <br />decrease flow velocity and increase settling time. Pond 007A capacity <br />will not be reduced, nor will the structure be built to allow short <br />circuiting of runoff during design events. <br />3. WFC will be installing a series of rock check dams in the ditch <br />draining the disturbed area to further decrease velocity. The ditch <br />will be enlarged, if necessary, to handle peak flows after t)1e check <br />dams are in place. <br />4. Flocculant logs may be placed at the inlet to Pond 007A to increase <br />settling of suspended solids. <br />
