DANIELSON, DEPUTY STATE ENGINEER <br />SUBJECT; FLATIRON MATERJALS CO. -EAST RIGDEN PIT, LARIMER COUNTY <br />As requested by your staff, we have reviewed the application for a gravel pit <br />near Fort Collins. In our review, we have noted several plans which need to <br />be addressed by the applicant prior to approval by the Board. These items are <br />discussed in the following comments: <br />1. The water requirement necessary for mining, dust control, <br />gravel washing, revegetation or other purposes have not <br />been presented nor have the water rights related to this <br />water use. <br />2. The mining plan includes dewatering of the mineral resource <br />with trenches and pumps. The engineering report states that <br />nearby wells would be affected by the drawdown of the water <br />table resulting from dewatering. However, there is no ground <br />water monitoring program proposed to determine if the dewater- <br />ing operation would injure any other water user. We would <br />recommend that a ground water level monitoring program be <br />required by the Board. <br />3. The mining will remove an irrigation lateral which delivers <br />water from the Boxelder Ditch to an adjacent parcel to the <br />east. The mining plan does not indicate how water will be <br />provided to the parcel. We should point out that the ditch <br />right-of-way may have priority over other uses of the land. <br />The applicant should provide additional information on the <br />procedure for assuring water to the tract east of the mined area. <br /> <br />
