Franklin Trust, the <br />adjoining landowner, pursuant to our telephone conversation of August 21, 1997. <br />Rio Blanco County approved the gravel pit April 26, 1991, subject to the following <br />conditions, among others: <br />3. A Mined land Reclamation Permit be obtained from the Mined <br />Land Reclamation Division of the Colorado Department of Natural <br />Resources. <br />6. Appropriate sediment control measures will be taken to ensure that <br />sediment will not reach the irrigation ditches or the White River. <br />8.
