1-1 <br />• 1.0 INTRODUCTION <br />Grand Valley Coal Company (GVC), is presently engaged in coal mining and exploration on <br />Federal Coal Leases C-0125436, C-0125437, 0125438, 0125439, 0125515, and 0125516. <br />In conjunction with this program, coal production is occurring at McClane Canyon Mine located in <br />Federal Lease C-0125439. Eventually lease C•0125515, as well as an area of Fee coal will be <br />mined from McClane Canyon Mine. Regulations promulgated by the State of Colorado and the <br />Federal OfFce of Surface Mining require that a Colorado Mined Land Reclamation Board Permit to <br />Mine be issued. The 1991 permit revision expanded the Permit Area and lengthened the permit <br />term from three years to five years for the McClane Canyon Mine. <br />The plan addresses life of mine activities at the McClane Canyon site which is located <br />approximately 20 miles north of Loma, Colorado in Section 21, Township 7 South, Range 102 <br />• West, Garfield County, Colorado. Previous activities and disturbances were authorized under a <br />USGS approved exploration plan effective December 1976 as well as previous CMLR Mining and <br />Reclamation Permits. <br />Initial plans and permits addressed exploration of the Cameo coal seam from the McClane <br />Canyon Mine and provided limited area for production and exploration activities. Most of the <br />anticipated surface disturbance was accomplished during previous permit terms. The only <br />additional surface disturbances associated with life of mine production plans will be the <br />construction of a road to interconnect McClane and Munger Canyons and a minor realignment of <br />the access road at Highway 139. <br />The initial submittal of this application was complicated because there were problems <br />associated with collection of baseline data under guidelines, rules and regulations implemented <br />following the completion of the actual earthwork in the spring of 1977. However, an earnest <br />attempt was made to adequately describe and present these conditions pursuant to the <br />regulations promulgated after actual disturbance. <br /> <br />M~ Volume 1 4.29.96 <br />
