Recordkeeain2 fsic)and Resorting <br />b. Annual Report for Active Mining Operations. <br />l) Mountain Coal Company's West Elk Mine has in-place a Storm Water Management <br />Plan (SWMP). Using Best Management Practices stormwater is diverted away from <br />material handling facilities and where necessary, the stotmwater is otherwise diverted, <br />conveyed, and collected by sedimentation control devices. Where the stormwater is <br />collected, the operation is in compliance with the terms of Mountain Coal Company's <br />NPDES requirements of Permit No. CO-0038776. Best Management Practices in effect <br />at the mine also include Spill Prevention Control and Countermeasure Plan and <br />procedures, preventative maintenance, good housekeeping, and assessment of the <br />potential pollutant sources. In addition, the West Elk Mine is inspected by the Colorado <br />Di~~sion of Ivlinerals and Geology, Office of Mined Land Reclamation. The inspection of <br />the operation is completed by qualified personnel at a frequency which exceeds the twice <br />yearly requirement. Therefore, we believe that overall compliance with the SWMIP is being <br />achieved. <br />2) The name of the pernvttee, address, phone number, and permit certification number <br />are as follows: Mountain Coal Company, West Elk Mine; P.O.
