BOx 1300 <br />COLORADO SPRINGS, COLO. 80901 <br />Mined Land Reclamation Board <br />State of Colorado <br />c/o Office of the Governor <br />State Capitol Building <br />Denver, Colorado 80203 <br />Gentlemen: <br />June 24, 1977 <br />I am writing you for information about the legal requirements and <br />restrictions under which the Castle Concrete Company will revegetate <br />its three quarries in the Colorado Springs area: the Queen's Canyon <br />(castle) Quarry, the Lennox-Breed, and the Snyder quarries. I am <br />asking for this help so the SPABA board can carry out its aim of <br />helping in the best solution and revegetation of the areas possible. <br />Before we can commit ourselves to this purpose, we need to know the <br />company's responsibilities and where help can best be given. <br />Mr. Charles Batley, manager of the quarries, said mining operations <br />at Queen's Canyon quarry will cease in about two years and the company <br />will continue its revegetation efforts for ten years thereafter. Mr. <br />Don Neilson of the Soil Conseration Service has been asked by the <br />company to assist in these revegetation plans and he suggested I <br />write you regarding the state requirements. Since operations at <br />the Queen's Canyon Quarry began in 1955, and those at Lennox-Breed <br />and Snyder sites back in the 1880's, we are not sure what reclamation <br />laws apply. The company "voluntarily" budgeted $50,000.00 for reveg- <br />etation of Queen's Quarry in 1970, stating they felt "morally, not <br />legally bound" to do this (June 11, 1970). <br />Can you help us clarify the legal position of revegetating these three <br />quarries?.
