EPA- or ASTM-accepted method.
"Sampling Frequencies:"
The "normal frequency of sampling" for the underdrain system shall be weekly (one sample per
week) for analysis for the water-quality parameters identified in this commitment until such time
as CC&V makes an alternative proposal that is acceptable to the OMLR. This frequency may
be required to be temporarily increased, under certain conditions described below.
The "normal frequency of sampling" for the Leak Detection System ("LDS") shall be weekly
(one sample per week) providing water is present in adequate amount for pumping, for analysis
of the water-quality parameters identified in this commitment until such time as CC&V makes
an alternative proposal that is acceptable to the OMLR. This frequency may be required to be
temporarily increased at certain locations, under certain conditions described below.
The "normal frequency of sampling" for designated ground-water wells shall be monthly weekly
(one sample per 30 or 31 days) providing water is present in adequate amount for pumping, for
analysis of the water-quality parameters identified in this commitment until such time as CC&V
makes an alternative proposal that is acceptable to the OMLR. This frequency may be required
to be temporarily increased at certain locations, under certain conditions described below.
"Not exceeded" as used in the protocols is defined as follows: the exceedences defined above
in Tables 1-3 will not exist if three consecutive surface water samples taken at AG-01.5 on three
consecutive days have WAD cyanide and pH equal to or less than the criterion defined in Table
1; or if five consecutive LDS samples taken five days apart have WAD cyanide less than or
equal to the numeric concentrations identified n Table 2; or if ground water concentrations
decrease so as to not exceed the concentration criterion listed in Table 3 for two consecutive
samples collected at least one week apart.
Protocols:
Underdrain System: If the CNW„p concentration and pH in the underdrain system exceeds the
values listed in Table 1, CC&V shall undertake the following steps:
a. Notify the OMLR by telephone within 3 working days of having knowledge of the
combination of elevated water-quality parameters.
b. The frequency of monitoring shall be increased to 4 samples per 7 days until the
concentrations listed in Table 1 are not exceeded or until it is shown to the satisfaction of the
OMLR that the increased frequency is not required because pertinent information is not being
generated.
c. If both of these concentrations listed in Table 1 are exceeded for more than 90 days, or if
the levels rise to <_2.0 mg/1 CNWAp and <_9.5 s.u., CC&V will consider there to be a defect
in the active Cresson Valley Leach Facility that allows CN-bearing solution from that facility
to move into the surrounding environment and will combine this information with the
2
