Uc,~2 ct ~~,:~~.r,.! ~c~;~, .:.~ During August 1985, Eastside Coal Company, Incorporated constructed Sediment Pond SP-1. The construction of the pond was supervised by Stephen Self, P.E., whom is experienced in earthen construction design and supervision. Mr. Self is a professional Engineer registered in the State of Colorado. The purpose of the inspection and certification is to ensure proper construction of the Sediment Pond SP-1 and to satisfy the requirements of Rule 4.05.6(7) of the Colorado Mined Land Reclamation Board. In completing nU' certification, I have reviewed the approved design criteria for Sediment Pond SP-1 and observed construction of the pond. The vegetation was removed from the construction site and the pond embankment was staked for construction. The embankment material was obtained from the pond area, water was added to both the fill and borrow areas to bring the material a level where compaction could be achieved. The equipment was routed over the embankment to obtain compaction. To the best of ~ knowledge, based upon my professional expertise, the Sediment Pond at the Eastside Mine was constructed in conformance with prudent state-of-the-art of earthen embankment construction. Further the sediment pond was constructed in compliance with the approved design, as specified with Section 2.05.3 of the approved permit documents and depicted on drawing 3. I certify, based upon field observation and professional investigation, as detailed here above, that Sediment Pond SP-1 at the Eastside Coal Co., Inc. Eastside Mine, located in Garfield County Colorado, was constructed in compliance with the. design approved as a portion of Permit C-84-063. issued by the Colo,..rado~,Mined.Land Reclamation Division. ~ Stephen Self ~~„ }n 1`" ~,`' ,.
