The Crops nt Engineers, Seahorse Ranch antl American Concete and Gravel, LLC have
reviewed this site for wetlands and any possible mitigation factors. (2}
base on the site being used for a sand and gravel excavation operation, the wetlands with in the site
were not jurisdictional, As such it was not necessary to mitigate these wetlands. Part of the
consideration for this position is that when the Seahorse Pond Gravel Pit site was permitted, the
Seahorse Ranch created 7.4 acres of wetlands that did not exist prior to that date. The Seahorse Pond
Gravel Pit site contained 0.98 acres of jurisdictional wetlands. Undisturbed areas are to
be revegetated aS called for abwelherein.
Exhibit L - Reclamation Costs (Rule 6.4.12)
85% of the stated reclamation costs consist of preparing all of the slopes with in the excavated areas.
See above for equipment that is irnoNed to complete the slopes. The remaining 15% d the costs
consist of the purchase of grass mhc from the Sal Conservation District, and the purchase of trees and
willows via fhe state program offered through Mountain Meadows Research Lab, Gunnison, Cdorado.
Grass seed broadcasting arxf vegetation planting shall lie completed jantly by American Concrete and
Gravel and Seahorse Ranch. The basis of these costs are developed from two sources. (1)
Preparation of slopes with in the Seahase Pond Gravel Pit. This site is 0.5 miles from the proposed
site.
