-9-
• EXCESS SPOIL DISPOSAL SITE CONDITIONS
The proposed West Pit Excess Spoil Disposal Site is located within Section 4,
T3N and Section 33, T4N; R93W in Moffat County, Colorado. Spoil will be
constructed in a north trending valley which turns northwest just before its
confluence with Taylor Creek. The site elevations range from about 7,300 on the
east side of the valley to about 6,830 near the toe of the proposed spoil. Figure I
shows the approximate limits of the proposed spoil. The east boundary of the spoil
will be on awest-facing slope. The west edge of The spoil will stop just below an
existing ridge which parallels the valley bottom.
The extension of the box cut west of the spoil area will likely involve
construction of additional smaller excess spoil in a second tributary valley to
Taylor Creek. Colowyo plans to extend spoil across this second valley to maintain
• surface flows from the drainoge area to the south. To occomplish this, spoil
materials will be placed in the existing valley north of the limit of the box cut to
blend the spoil into the valley to the north. We are not certain that this small
area will be classified as "Excess Spoil" according to regulations of the Colorado
Mined Land Reclamation Board for Coal Mining. However, we have considered
stability and performance of this fill area as part of this investigation.
We looked for evidence of springs or seeps evithin the disposal site during our
site visit. We found no indications of these conditions. Our site inspection was
performed in late autumn. We understand Colowyo geologic personnel have seen
no evidence of springs or seeps in the excess spoil area during other times of the
year.
During our site visits, we observed several existing landslides along the
Taylor Creek drainage. One of these was located west of the spoil disposal site
