Classification and Standards <br />1. Identification: The discharge from the Telluride Gravel, Inc. <br />facility goes to the San Miguel River, Segment 3b of the San <br />Miguel River Sub-basin, Lower Dolores River Basin (Region 10). <br />2. Classification: Segment 3b is classified for the following <br />existing uses: Recreation, Class 2; Aquatic Life, Class 1 <br />(Cold). <br />3. Numeric Standards: The complete list of standards which have <br />been assigned in accordance with Che above classification can be <br />found in 3.5.0, Classifications and Numeric Standards for the <br />Gunnison and Lower Dolores River Basins (5 CCR 1002-8), as <br />amended December 4, 1990. It should be noted that this facility <br />does not discharge pollutants which are limited by water quality <br />standards with the exception of pH. <br />B. Receiving Water Data <br />1. Stream Low Flow: Not applicable; effluent limitations are not <br />flow based, <br />2. Antidegradation Review: Since segment 3b is classified for <br />Aquatic Life, Class 1 (Cold), this facility is subject to an <br />antidegradation review. The Division reviewed this facility on <br />December 9, 199 and determined that the antidegradation <br />presumption was overcome because the discharge load consumes <br />less than 15 % of the allowable load. Thus, a further <br />antidegradation review was not necessary for this facility. <br />IV. FACILITY DESCRIPTION: <br />A. Industry Description <br />The Telluride Gravel, Inc. facility is a sand and gravel operation <br />involving mining, crushing, screening, and washing a portion of the <br />gravel produced for the manufacture of concrete. The operation is <br />year-round. The estimated life of the activity for discharges at <br />this facility is 20 years. <br />Wash waters and stormwater runoff are the sources of waters to be <br />discharged. The stormwater discharge sources include: 1) drainage <br />from the lower pit/processing/stockpile area; 2) drainage from the <br />office shop/storage area; and 3) potential future drainage from the <br />upper mining area. Best Management Practices used at this site <br />include the following: an upgradient diversion isolates part of the <br />operation from upslope runoff; stormwater to be routed through a <br />
