2.04.9 Soils Resource Information <br />The GEM surface facilities were constructed in 1976. Mapping and <br />sampling of soils was not completed prior to this disturbance. The USnA <br />Soil Conservation Service completed mapping and sampling of soils to be <br />disturbed according to the original operator's 5 year permit term. This <br />discussion is presented in Exhibit 12, Soils Information. Mapping units <br />and sample locations are shown on Map 8, Soils. <br />In July 1985, WFC took additional samples to develop a topsoil <br />plan for the entire Golden Eagle surface disturbance area. The present <br />surface disturbance at the Golden Eagle Mine is aproximately 38 acres. <br />Proposed disturbance should not exceed 4 acres. Soil samples were taken to <br />a depth of 18 inches to evaluate the suitability of this material for <br />revegetation without additional topsoil. Soil samples were again taken to <br />a depth of 36 inches in December 1986 at the request of the Division with <br />the results of these analyses presented in Table 14, Results of Soil <br />Analysis for Surface Disturbance Area. The results show all topsoil areas <br />have physical and chemical characteristics consistent with reclamation <br />objectives. WFC does not believe a soil amendment plan is necessary beyond <br />normal agronomic practices. <br />Approximately 8,000 yd3 (5 acre-ft) of topsoil was salvaged during <br />in 1981. WFC plans to expand the coal processing waste bank by 4 to 5 <br />acres. An additional 31,562 yd3 of topsoil and subsoil will be salvaged to <br />totally reclaim this site. <br />WFC has sampled the coal processing waste area in response to <br />Stipulation 3 of Technical Revision 04 (Cireula Canyon Waste Pile <br />Expansion), WFC sampled two (2) sites in area 1. The results are provided <br />in Exhibit 17. WEC proposes to utilize all of this salvaged material for <br />reclamation of the coal processing waste pile as described in Section 2.05 <br />of this Application. <br />2.04-29 (Revised 11/14/88) <br />/9~ <br />
