alluvium. The sample collected at site 23 represents the
• quality of these flows after dilution with water in the east
branch of the Animas River. Thus the concentration of
pollutants the flows emanating from under the old pond are
higher than indicated.
BAT standards now apply to the metals listed in Table No.5,
while BPT standards apply to TS5 and the more restrictive
state pH standard of 6.5-9.0 would apply instead of the EPA
standard of 6.0-9.0. The state has classified the Animas
River from its source to Elk Creek as Class 2 Recreational
Use with effluent standards consisting only of fecal
coliforms at 2000/100m1 and pH 6.5-9.0. The lacF: of
standards for metals is due to the the current high
concentrations; however it is planned to promulgate same
standards "in about a Year" (Duane Anderson, WQCC, verbal
communication, 11/27/85). The pH of the discharge at site 23
does not meet the state standard for this segment of the
river. In the absence of state standards for segment 2, the
EPA standards far er.isting and new sources would apply,
subject to the more restrictve state standard for pH.
Table No. 5: EPA Effluent Limitations for Base and Precious
Metals Flotation Mills; 4DCFR Part 440, 7/1!85
Existing Sources New
Sources
BPT BAT
• 1 2 1 2
TSS,mg/L 30 20
Cu, 0.3D 0.15 0.30 0.15 None
Zn, 1.0 0.5 1.0 0.5 Allowed
Pb, 0.6 0.3 0.6 0.03
Hg, 0.002 0.007 O.OD2 0.007
Cd, 0.10 0.05 0.10 D.OS
Ph 6.0 - 9.0
(1> Mar,imum for 1 day
(2) 30 day average
The Animas River below Elk Creek (segment 3) has been
classified far cold water aquatic life with the attendent
strict effluent standards. A complete copy of these
standards is included in the appendix, the inorganics
standards are given in Table 6.
While segment 3 commences 11 miles downstream, the impact of
proposed discharges into segement 2 on segment 3 could be
considered in establishing limits. However; indications are
that the state would employ federal BPT standards in the
absence of stream standards.
• -15-
