- ~ •
TUTTLE APPLEGATE, INC.
Consultants for Land and Resource Development
Mr. Dan Hernandez
Mined Land Reclamation Division
October 16, 1990
Page 2
4. Looking at the Reclamation Plan, we estimate about 25 acres
available for cattle grazing in the final land use. Most of
this ground is undisturbed land, which is now very poor
pastureland. We estimate the maximum number of cattle which
could be grazed on this property is 20. Cattle could not be
grazed all season long because not enough weight of palatable
forage is produced.
We believe that several times
bring about 20 head of cattle
this light grazing, we do not
top of the pit or cattle
necessary. There simply will
these slopes.
a year the property owner could
onto the property. Because of
believe that fences around the
ramps down to the water are
not be enough cattle to impact
5. We do disagree over the bond amount. The main area of
difference is in the Major Disturbance category. Our Table of
Disturbance in Exhibit D indicates that 5 acres will be
actively mined at any one time. This 5 acres will actually be
water surface into which the dragline or backhoe is digging.
Therefore, this water surface does not need to be reclaimed.
Your acreages throughout the Major Disturbance category
indicate 12 acres which need topsoil distribution and
planting. Therefore, our Exhibit L contains 5 less acres than
your calculation.
Secondly, your overburden redistribution involves half of the
total overburden generated by the site. Our plan cannot store
that many cubic yards of overburden. Our stockpile area can
store 30,000 cubic yards. Our Exhibit L has 9,680 cubic yards
for replacement over the stripped area.
Therefore, we have an additional 20,320 cubic yards of
overburden to either redistribute on the site or dump in the
lake. Any amount of overburden in excess of ~30,000~cubic
yards will either have to be removed from the site or dumped
into the lake.
In our Moderate Disturbance we are fairly close. We note the
$6,000 difference. We have included two plant sites because
our point in time for reclamation is the transition between
Phase I and II. We will agree with your figure.
