.. % .: • • <br />/ i ~~ <br /> <br />EXHIBIT E - RECLAMATION PLAN <br />Area #1 <br />a~~~7~ <br />Dump site located in the NE1/4 of the NW1/4 and the SE1/4 <br />of the NW1/4 of Section 25. An area of 30.00 acres. This dump <br />has been permitted by the Garfield County Commissioners after <br />review by the Mined Land Reclamation Division. The stability <br />of the 8.8 million cu. yd. site is discussed in "Environmental <br />Considerations For A Proposed Mineral Waste Disposal Pile in <br />Logan Wash" which is attached and incorporated herein. The slopes <br />of this dump will be at the angle of repose which is 36-38 degrees. <br />The surrounding natural talus slopes lie at the same angle. The <br />stability of this dump is discussed in the attached report just <br />mentioned. <br />Slumping and sloughing are terms generally used for beds <br />of soft mud, sand and ooze that may slide when they become <br />completely saturated. Raw shale does not fit this description <br />and due to its angular texture will be stable at slopes of 1.5:1 <br />or flatter (Horizontal:Vertical). Slumping and sloughing are not <br />a concern with shale having particle size precluding saturation and <br />movement; in any event, they are not a concern in a semi-arid setting <br />such as that at Logan Wash. <br />Reclamation will not begin until after the dump is filled <br />to capacity since the slopes and benches will be actively build- <br />ing and advancing during this time. An area of 10 acres will be <br />in 2 level benches. These benches will have 18 inches of top- <br />soil placed on them. Fertilizer will be added at the rate of <br />80 lbs. of Nitrogen, 100 lbs. of Phosphorous and 50 lbs. of Pot- <br />
