The permittee should <br />be aware that some of the conditions outlined above may be subject to change if the facility experiences <br />a change in discharge, as outlined in Parr 1/.A.1 of the pmnit. Such changes shall be reported to the <br />Division immediately. <br />4. Stormwater Evaluation: Stormwater discharge permits are required jar some active and inactive oil and gas <br />extraction facilities (see below) as rnvered under Standards Indonesia! Classification (SIC) Code 13. This SIC code <br />includes active and inactive drilling. exploration. production. processing, treatment, and transmission of oil and <br />gas. Oil shale mining and processing is included in this SIC Code. <br />a. Application submittal provislotu jar oil and gas jatdlitles: The operator of an existing or new discharge <br />composed of stormxnter from an oil and gas exploration, production, processing or treatmem operation, or <br />transmission facility. is required to submit a permit applcation if the facility: <br />- Has had a discharge ofstormKnter resulting in a discharge ojreportable quantity for which notification <br />is or wns required pursuam to 40 CFR Port 110.6, 40 CFR Part 117.21 or 40 CFR Part 302.6 at any time <br />since November 16, 1987, or <br />- Contributes to a violation oja inter quality standard. <br />b. Application deadlines jar oil and gas facilities: Operators of oil and gas facilities that were not required to <br />submit a permit application as of !0/1 /92 in accordance with paragraph a, above, but that after !0/1 /92 meet <br />the requiremem as listed in paragraph a, above, must submit an application in accordance with the <br />requirements of the Division's Stormwater Program, within l4 calendar days of the first knowledge of such <br />release. <br />
