Kim Edwards <br />South Platte Combined Replacement Plan <br />October 23, 2007 <br />Page 8 <br />decreed in case number 82CW393. In this approach, headgate diversions were based on average <br />monthly values for the period of 1976-1988 and a 10°k conveyance loss was assumed as well as a <br />farm efficiency of 50°k. The return flow obligations, which were not addressed in the above decree, <br />were calculated for this plan using a SDF value of 270 days and the assumption that all water <br />diverted but not used by the crops is returned to the stream system through deep percolation. <br />For accounting purposes the return flow requirement for the Fulton Ditch will be determined based <br />on the calculated return flow factors. <br />Brighton Ditch <br />The 1.323 shares of Brighton ditch were historically used to irrigate the three farms described <br />below: <br />The 4/14'" share was historically used to irrigate 64.9 acres of pasture grass at the Getr Farm. <br />Using aBlaney-Criddle analysis the potential crop consumptive use for the 64.9 acres was <br />determined to be 106.53 acre-feet. Assuming a 30% ditch loss and 55% farm efficiency the dry <br />year consumptive use was determined to be 44 acre-feet. <br />The 4/6"' share was historically used to irrigate 40.4 acres at the Wattenberg Property consisting of <br />50% pasture grass and 50% alfalfa. Using aBlaney-Criddle analysis the potential crop <br />consumptive use for the 40.4 acres was determined to be 73.23 acre-feet. Assuming a 30% ditch <br />loss and 55% farm efficiency the dry year consumptive use was determined to be 72.2 acre-feet. <br />The 0.371 shares were historically used to irrigate 72.1 acres at the Haake Property along with <br />5.75 shares of New Granter Ditch. The property consists of consisting of 50% pasture grass and <br />50% alfalfa. Using aBlaney-Criddle analysis the potential crop consumptive use for the 72.1 acres <br />was determined to be 130.75 acre-feet. Assuming a 30% ditch loss and 55% farm efficiency the <br />dry year consumptive use for the 0.371 Brighton ditch shares was determined to be 46.5 acre-feet. <br />Aggregate will utilize the entire 1.323 shares for use in this plan. <br />Westminster 1999 <br />The 1999 conditional lease with the City of Westminster will provide 2.0 cfs of fully consumable <br />effluent every day from November 10 to March 20 beginning on November 10, 2000. This lease <br />has a maximum duration of eight years. Additionally, under this lease, the City, at its discretion, <br />can make replacements at either Metro Wastewater Treatment Plant or the Big Dry Creek Waste <br />Water Treatment Plant. The lease provides 515.70 acre-feet annually. <br />New Brantner Ditch <br />Aggregate sold its New Brantner shares to Todd Creek and has leased those shares back in <br />previous years for use in this SWSP. Todd Creek is now exercising its option to terminate the <br />lease back provisions as they prepare to take the shares to court in the coming months. Therefore, <br />the New Brantner Ditch shares have been removed from this SWSP <br />Old Brantner Ditch <br />Aggregate current has use of 11 shares of Old Brantner Ditch, however they do not propose to <br />utilize those shares in this plan. <br />Dewatering Credit <br />The applicant will account for the depletions and accretions to the river that result from <br />dewatering operations. Prior to claiming any credit for the water returned to the stream system <br />from dewatering the applicant must install adequate measuring device to measure the quantity of <br />water being pumped for dewatering purposes. <br />
