General Minimal Discharge Permit Rationale <br />• Permit No. COG600000 <br />Page IS <br />V. TERMS AND CONDITIONS OF PERMIT <br />D. Limits Determined by Best Professional Judgement <br />3. Bromine : (cont.) <br />Based upon some previous tosiciry data, the recommendation made by EPA in the 1972 "Blue <br />Book" (see Reference D) for bromine xns: 'It is recommended that free (molecular) bromine <br />in the marine environment not escecd 0.1 mgR and that ionic bromine in the form of bromate <br />be maintained below 100 mgR. " Thus. based upon the available taziciry information and the <br />previous recommendation for bromine, the Division has derermincd by Belt Professional <br />Judgement BPJJ that an instream level of 0.1 mg/1 for bromine is applicable. <br />E. Discussion of Limitations: <br />7. mow: <br />A flow limit rs included in the permit, due to the various limits being flow-based for some <br />facilities. The flow limit used will be the 30 day average flow from the facility. See the <br />individual Cetr~ation Rationale for the flow limit applicable to the individual facility. <br />• 2. Sa ini <br />Salinity, or total dissolved solids (IDS) is an issue in the Colorado River Basin. Regulation <br />3.10.0, "Regulations jot Implementation of the Colorado River Salinity Standards Through <br />the Colorado Discharge Permit Program, " (Set Rcf. E) addresses the discharge of IDS to the <br />Colorado River Basin. The regulation requires that the salinity of each discharge to the <br />Colorado River Basin be evaluated for impact on the rystem. Since dischargrs from facilities <br />are not judged to have a water quality impact, and these discharge are iraermitrent and <br />infrequent, it has been derermincd that no sign~ant impacts due to IDS should occur on <br />the Colorado River. No salinity or IDS monitoring will be included, however, the Division <br />reserves the right to require monitoring for IDS. The Stare reserves the right to refltse the <br />applicability under the general pmnit ojany discharge if it appears that rht discharge will <br />nest be consistem with the regulation. <br />• <br />
