COVERAGE UNDER TK/S PERMIT (cont.) <br />When petmittees intend to discharge to storm sewers, permission to discharge into the stamwater <br />systems must be obtained from the owners or owners agents ojeaeh system ieto which the pamittee <br />intends to discharge. Many operations discharge into storm drains or ditches and although the <br />Division permits [he discharge for water quality purposes, the swan drains and dtches are owned <br />by the municipality that maintains them and is responsible for the discharges from them This means <br />that in order to obtain a permit to discharge into storm drains or other municipally or privately owned <br />convryances, permission from the owner of the conveyance must be obtained. 7ht applicants will be <br />requirrd to sign a statement on the permit application acbwwledging their understanding of this <br />requirernen[ and their willingness to comply wi[h iu provisions. <br />In cases where the permitree will be discharging in several locations (such as mobile washing <br />facilities), the Division reserves the right to limit the number of units (crews) that art pern+ined under <br />the general permit. Ifthe Division determines that the number of mobile units (trucks, crews, etc.) will <br />cause discharge volumes [hat aceed the volumes intended in the permit, the Division may require the <br />facility to apply for an individual permit. <br />Authorization under this permit shall require prior submittal of certain facility information. Upon <br />receipt of all required information, the Division may allow or disallow coverage undo the general <br />permit and require coverage under an individual permit. <br />• The following is a list of the criteria which will be used in evaluating whether or not an individual <br />permit may be required instead of a general permit: <br />1. proximity of the operation to a landfit! or mine and miI! tailings, or other known <br />sources of pollutants; <br />2. evidence of significant noncompliance under a previous permit for the operation; <br />3. presence of downstream drinking water intakes or a fishery; <br />4. the need to preserve high quality water; <br />S. addition of flocculants (sealing agents or chemical additives) to water prior to <br />discharge; <br />6 use of chemicals (such as biocidaJ within the system,• <br />7, failure of the effluent to pass a Whole Efjlutnt Toxicity (WET) test (f requircdj; <br />8. !curls of pollutants in the effluent which could lead to a violation of the receiving <br />waters instream wntn quality standard; <br />9. an attti~egradation review by the Division showing that the discharge would cause <br />unallowable degradation to the receiving waters. <br />• 10. excessive number of crews, trucks, or other mobile units producing discharge in <br />volumes higher than intended in the genera! permit. <br />
