The Cooley Gravel Company exception report identified a traffic <br /> impact of a maximum of 460 round trips or 920 one-way tri s to <br /> Morrison Road (page 10, Section b, "Traffic Impact Study"~. The <br />' report states 90-95% of the traffic will proceed south on Morrison <br /> Road to U.S. 285. Given the currently low traffic volumes on <br /> Morrison Road (State Highway 8) this level of truck traffic <br />' will be within the capacity of the facility in the near term. <br /> The Thoroughfare Plan annotates Morrison Road as a four-lane <br /> major/minor arterial. This will require the widening of Morrison <br /> Road which will increase the capacity of the facility enabling it <br />' to handle the quarry traffic as well as the other traffic <br /> demands in the foreseeable future. However, the second paragraph <br /> of the Traffic Impact Study section of the report states: <br />" <br />' There are no present plans to increase the present production <br /> capacity of the plant. However, if the demand for aggregate <br /> in this area increases to a point where the production supply <br />' is insufficient, these plans may be reviewed to determine if <br /> production expansion would not be necessary. If such an <br /> expansion were necessary, vehicular traffic would likewise <br /> increase but not to exceed the capacity of the existing <br />' State Highway 8." <br /> Cooley Gravel has not submitted any evidence to support the <br />' statement that the capacity of State Highway 8 will not be <br /> exceeded by the quarry or any combination of sources over the <br /> 50 year life of the quarry. Given the life of the quarry, <br />t it is doubtful that a credible traffic projection could be <br /> made that far into the future. Therefore, it is recommended that <br /> the County limit Cooley Gravel to their existing production <br /> and traffic generation levels.
