C.B. MINERALS COMPANY, LLC
COAL RIDGE NO. 1 MINE
IMPOUNDMENT YEARLY INSPECTION
In accordance with Rule 4.05.9{14), all impoundments shall be inspected at least yearly
to determine if the impoundment has been maintained as designed, and in accordance
with the approved plan and the applicable regulations. This yearly inspection is for the
impoundment located at the Coal Ridge No. 1 Mine.
On March 25, 2002 I performed the required yearly inspection. I, J. E. Stover, have a
wide variety experience in the design and construction of earth fill embankments.
Nothing was observed during the inspection that would indicate the pond has a
potential for failure: There was no appearance of erosion, instability, structural
weakness or other hazardous conditions. There are no required monitoring procedures
or instrumentation. There are no aspects which might affect stability and there is no
required maintenance. The west cell of the pond had a pool of water up to
approximately 6-inches deep. The east cell was dry to damp.
The sediment pond has the following capacity:
Note:
IMPOUNDMENT CAPACITIES -ACRE FEET
Water Sediment Total
Sediment Pond 6.34 0.90 7.24
Capacities are derived from Figure 4.3-6, Issue No. 1 dated 7/27/00. The
sediment capacity may be less than shown in the table because of interim
sediment accumulation.
To the best of my knowledge and belief, the impoundment has been maintained as
designed and in accordance with the approved plan and applicable regulations.
'~asa~ss
~~~0 RE~,/ j
a So C r_ '',c. •
~ ~ CSC LFY~~/ ~--~-~ ~ O L
• ~ James Ea~ver ate
Cdo Profesal Engineer
':~igg~trt~~n° No. 19230
