'Itiere is sufficient water to support agricultural <br />activities as evidenced by [Rule 2.06.8(3)(c)(ii)]; <br />the existence of flood irrigation in the <br />area in question or its historical use (Rule <br />the capability of an area to be flood <br />irrigated, based on stream-flow water <br />yield, soils, water quality, topography, <br />and regional practices, [Rule 2.06.8(3)(c)(ii)(B)] <br />or <br />subirrigation of the land in question <br />derived from the ground water system <br />of the valley floor [Rule 2.06.8(3)(c)(ii)(C)]. <br />r <br />i., <br />Within the context of the above definition, streambeds and drainage areas <br />within and adjacent to the proposed permit area were examined for their <br />potential as AVFS in September, 1983. Included in this investigation were <br />Steven's Gulch (site of CWI well field), East Roatcap Creek, West Roatcap Creek, <br />Long Draw, and Terror Creek. Grassy, meadow-like openings occurring throughout <br />the proposed lease area and associated with these drainages were also <br />investigated. <br />In addition to the field reconnaissance of the acea, information was <br />obtained from the review of all pertinent material available from CWI. 'ibis <br />included aerial photographs, previous geologic, hydrologic, soils and vegetation <br />studies and a previous AVF determination of Steven's Gulch and the North Fbrk of <br />the Gunnison River conducted by Geo-Hydro, Inc. in September, 1982. A listing <br />of all materials reviewed in this investigation is presented in Appendix A. <br />The United States Soil Conservation Service also conducted a brief <br />reconnaissance of the lease area in October of 1963. Tne results of their <br />investigation are presented in Appendix R. <br />
