Johnson <br />Slunmit Engineering Co. <br />1317 State Ave. <br />Alamosa, CO 81101 <br />RE: Pit I (File M-99-073) Preliminary estimate of reclamation cost <br />Dear Mr. Johnson <br />Given the Board's requvement that a permit be issued for [his proposed operation by November 26, 1999 and the <br />possibility [ha[ your response to the Division's adequacy review will take most, if not all, of the time remaining <br />before that date, 1 have attached a preliminary estimate of the cost of reclaiming Pit l if there is a commitment <br />made that the pit slopes will be maintained at a 3:1 slope or less through out the mining phase. If such a <br />commitment is made and backfilling or other highwall reduction is not necessary prior to reclamation, then the <br />Division's attached estimate of the cost of reclaiming Pit I will apply. <br />The Division's preliminary estimate of the total cost of reclaiming Pit I is $8500.00. The estimate is based on just 3 <br />tasks, i.e. spreading topsoil to the disturbed area from the topsoil stockpile indicated on the maps included with the <br />permit application, seeding the site with the proposed seed mix at the rate specified and securing contractors with <br />the necessary equipment to reclaim the site from San Luis. Long <br />Drvisiun Director <br />TASK 1-BACKFILLING OR HIGH WALL REDUCTION: There is no Task 1 so long as a commitment is <br />made to maintain the pit slopes at 3:1 or less throughout the mining phase. <br />TASK 2-SPREADING THE TOPSOIL: For the estimate of the cost of this task, I used a DSN dozer <br />which is (or the equivalent is) widely available. I used 9.8 acres of disturbance covered with 6 inches of topsoil for <br />the volume of material [o be spread, considering a routine swell factor. The push distance employed is an average <br />of the distance from the center of the topsoil stockpile to the centers of the four areas indicated on the reclamation <br />plan map. Thejob condition correction factors are based on the material, average work conditions, site character, <br />etc. <br />TASK 3-REVEG: For this estimate, the seed mix and rate of application proposed in the application were <br />considered. The seeding method and seed bed preparation are standard. No costs for fertilizer or mulch were <br />included since no mention was made of this in the application. <br />~TaT~ OF COLORADO <br />III IIIIIIIIIIIIIIII L~ <br />TASK 4-MOB/DEMOB: This estimate is self-explanatory. <br />
