Materials Containment Plan: On July 30, 1993, the permittee submitted an engineered spill plan. An update to the <br />plan is required to be filed within 90 days of the permit effective date, detailing all changes which have occurred <br />since the original submirtol. If no changes have occurred, a letter to this effect is required. For .specific <br />requirements, refer to Parr /.D.1. ojthe permit. <br />E. Waste Minumization/Pollution Prevention <br />Waste minimization and pollution prevention are two terms that are becoming increasingly more commAn in industry <br />today. Waste minimization includes reduring the amount of waste at the source through changes in industrial processes, <br />and reuse and recycling of wastes for the origiwl or same other purpose such as materials recovery or en~srgy <br />production. Pollution prevention goes hand-in-hand with waste minimization. /j the waste is eliminated ar the front of <br />the line, it will not have ro be treated ar the end of the line. The direct benefits to the industry are often significant - <br />both in teens of increased profit and in public relations. <br />This pragrsrm can affect a!! areas of process and waste control with which your industry deals. Elim~rration or reduction <br />oja wastewater pollutant can also resat[ in a reduction ojan air pollutant or a reduction itt the atnaunt ajhazardous <br />materials that you have to handle and/or dispose oj. <br />This discharge permit does not specificalty dictate waste minimization conditions at this time. We strong(.y encourage the <br />permirtee to develop a waste minimization plan. Several industries have already developed plans anti found that <br />implementation resulted in substantial savings. Both the Colorado Departmem of Public Health and Environment and <br />EPA have information and resources available ro help you explore this topic. <br />F.
