<br />1.3 PROJECT ORGANIZATION
<br />The Offlce of the State Archeologist of Colorado, with James J. Hester
<br />as acting State Archeologist, was contacted on 3 April 1975 by VTN Colorado,
<br />Inc. concerning an inventory of the cultural and paleontological resources
<br />of the proposed W. R. Grace b Co. coal haul railroad corridors and the
<br />Colowyo Mine site. On 18 April 1975 Hester supplied VTN with a cost esti-
<br />mate of the cultural and paleontological resources inventory, and Joseph J.
<br />Lischka, an archeologist on the faculty of the University of Colorado, was
<br />• suggested as principal investigator. On 1 May 1975, Permit No. 75-EM-008
<br />was received from the Department of the Interior to conduct archeological
<br />and paleontological investigations on lands owned and controlled by the
<br />Department of the Interior and administered by the Bureau of Land Manage-
<br />ment. The permit was granted for a period of 45 days, from 2 May 1975 to
<br />15 June 1975. At the same time, a prospective crew was lined up and
<br />equipment necessary for the survey was made ready. Due to unspecified
<br />delays, however, the contract authorizing expenditures for the investiga-
<br />lion was not received until 2 June 1975 and several more days were required
<br />to set up an account for the investigation at the University of Colorado.
<br />As originally outlined in the Scope of Work supplied by VTN, the
<br />investigation was to have been conducted in two phases. Phase 1 con-
<br />sisted of an assessment of known cultural and paleontological resources
<br />based on a review of literature and site records and preliminary field
<br />observation of the project area. Insufficient lead time and delay in
<br />receipt of the contract, however, required that the Phase 1 investigation
<br />be conducted coincident with and after completion of the Phase 2 field
<br />• investigation. The contract delay also caused difficulties in obtaining
<br />
