Evaluation of Compliance <br />• <br />1) For surface mines determine ~ahether the intensive inventory ~•ras conducted <br />over, the enti ~•e mine plan area (1 i fe of mine) and tirhetl-.er the <br />applicant's report considered the effects of blasting on sensitive <br />sites located within a 1-mile "buffer zone" around the mine plan area. <br />For subsurface mines all areas of proposed surface disturbance must be <br />intensively inventoried and a sample survey of those areas of oroposed <br />subsidence. The latter survey should deter nine presence/absence and <br />frequency of occurence of "sensitive" sites such as rock shelters, <br />archeological and historic structures, and rock art. <br />INADEQUATE: A buffer zone has not been considered and the life of <br />mine area apparently has not been surveyed. Sensitive sites are said <br />to exist in the study area, however, their location is unknown. <br />2) Identify ~•rhether the land management agency and the appropriate State <br />Historic Preservation Officer have concurred in the recommendations <br />for site eligibility and the proposed mitigating measures? Documentation <br />of correspondence, if available, should be provided. If they have <br />not concurred yet, does the report provide sufficient information for <br />OSM to begin consultations with the State Historic Preservation Officer <br />and the Advisory Council on Historic Preservation pursuant to OSM's <br />responsibility under Section 106 of the Nation Historic Preservation Act <br />of 1966? <br />INADEQUATE: The present report is not useful to OSM for its consultation <br />with the SHPO. As far as can be determined no one has concurred with <br />the recommendations of the applicant. <br /> <br />
