RECEIVING STREAM <br />An assessment of the stream standards, low flow data, and ambient stream data has been performed to determine the assimilative <br />,opacities jot the Colorado River for potential pollutants of concern. This information, which is contained in Appendix A to this <br />.~ationa[e, also includes an araidegradation review, where appropriate. The Division's Permits Unit has reviewed the assimilative <br />capacities to determine the appropriate water quality-based effluent limitations as well as potential limits based on the <br />antidegrada[ion evaluation, where applicable. The limitations based on the assessment and other evaluations conducted as part of <br />this rationale can be found in Tables VI-I through VI-3 of this rationale. <br />IV FACILITYDESCRIPTION <br />A. Industry Description <br />1. Tvpe oflndustrv: This side was formerly an underground coal mine. The site is being reclaimed and much of the surface <br />area has been returned to the required contours and revegetation. There continues to be discharges from the Roadside <br />South mine portal. The Roadside Mine North portal was sealed and no discharge has occurred from that portal since <br />being sealed. <br />2. Sources to the Treatment Plant: Mine water may be discharged from three outfalls from the Roadside South mine <br />portal: 007, 002 and 016. Outfall 016 is the primary discharge point and Outfalir 001 and 002 are back-up points that <br />may be used as the need dictates. Surface runoffflows to, and may be discharged from one of nine sedimentation ponds. <br />However, runoff volumes are decreasing as reclamation progresses, so most of the runoff is contained and evaporated in <br />the ponds. <br />3. Chemicals Used: The permittee did not specify any chemicals for use in waters that may be discharged. On this basis, <br />no chemicals are approved under this permit. Prior to use ojany applicable chemical, the permtnee must submit a <br />request for approval that includes the most current Material Safety Data Sheet (hfSDS) for that chemical. Until <br />approved, use ojany chemical in waters that may be discharged could result in a discharge ofpollutanu not authorized <br />under the permit. Also see Part II.A.1. of the permit. <br />B. Wastewater Treatment Description <br />The wastewater treatment system has not changed since the previous permit other than elimination of sedimentation ponds as <br />a result of reclamation activities. Outjall 004 (Pond 6), which previously discharged mine water from the Roadside North <br />mine, has been eliminated since the most recent permit amendment in October 2001. The area served by Outfall 013 (Pond <br />10), the Cameo Refuse Disposal Area 1, has been returned to proper contours and revegetation has begun, thus meeting the <br />definition of apost-mining area found in 40 CFR Part 434, the Coal Mining Point Source E111uent Guidelines. The area <br />served by Outfa11011 (Pond 7) had previously qualified as apost-mining area. As areas served by other outfallr meet this <br />definitiors in the future, the permiaee cart request that the Division make appropriate amendmenu to the permit. <br />Pursuant to the authority of Article 9, Title 15, Regulations far the Certification ojWater Treatment Plant and Wastewater <br />Treatment Plant Operators, this facility requires a certified operator. <br />Y.
