PURPOSE OF CONCEPT TECHNICAL REVIEW <br /> The purpose of today's meeting is to provide the opportunity for applicants and County staff to discuss <br /> the positive and negative aspects of specific development proposals. Staffs job today is to inform the <br /> applicant of concerns and issues that may hinder or prevent a project from being approved by the Board <br /> of County Commissioners who have the final authority to approve or deny subdivision applications, It <br /> is also to inform the applicant of any additional costs anticipated and any fees which may be assessed by <br /> various agencies. This information is provided to assist the applicant in deciding if a project should be <br /> pursued and, if so, what changes could be made. It is the applicant's responsibility to utilize this <br /> information to improve the proposal, to locate additional information, to formulate justifications for use <br /> during the public hearing, or to decide to abandon the project. The result of this meeline does not <br /> result in either approval or denial of an application but is intended to be informational in nature. <br /> Concept Technical Review is only the most preliminary step in the process of subdividing land in <br /> Latimer County. <br /> 11. PROJECT DESCRIPTION <br /> The applicant, Connell Resources proposes to mine 144 acres of a 157 acre site. The resource to be <br /> mines is sand and gravel, up to 400,000 tons per year over an 8-10 year time frame. 10 to 20 acres per <br /> year are anticipated to be mined at any one time. Up to 67 acres of the site will be disturbed at any one <br /> time, with 36 acres disturbed for mining. Processing of material on site will include, crushing, washing <br /> and sorting. The applicant has not proposed any on site batch plants for asphalt or concrete production. <br /> The site is located on the east side of I-25 adjacent to the eastern frontage road, north of CR. 36 and east <br /> of CR. 5. The current use of the site is agricultural and except for the Boxelder Ditch is essential Flat <br /> and level. The site does touch the Poudre River at its northeast corner. Haul traffic is expected to exit <br /> the site on the frontage road and then proceed north along the frontage road to Harmony Road or south <br /> to CR. 36 to-either the western frontage road onto-ER':5 <br /> III. MAJOR CONCERNS AND ISSUES <br /> PLANNING ISSUES <br /> The following is a discussion of the issues which the Planning Department considers during <br /> of a Special Review for mining. the review <br /> There are several issues that exist with nearly all applications for gravel mines. These include: <br /> • Haul route: Engineering will determine if the haul route as described is appropriate or if any <br /> changes will be recommended. The Engineering Dept. has provide initial comments on the request <br /> and the applicant has provided a traffic study with this application. The impact of the mining <br /> operations in this area on CR. 5 and other roads has been and will be an issue. Further the <br /> comments from Windsor and potentially the Ptarmigan subdivision may be an issue. <br /> • Hours of operations: The applicant has indicated of hours of operation. Staff could support hours <br /> such as 7 a.m. to 7 p.m. M - F and 8 - 5 on Saturday. The hours of operation specified in the <br /> application materials, unless changed by staff recommendation, will be the limits of the operation <br /> after the project is approved by the County Commissioners.
