<br /> <br />D.MONITORING, RECORD KEEPING, AND REPORTING OF RESULTS <br />MONITORING• <br />The Permittee is required to carry out the activities <br />described in the monitoring plan. The data must be reported <br />and maintained as provided in Section II D.4 of the Permit. <br />The 4t^ Revision of the Water Monitoring Plan, dated <br />December 23, 1999, has been incorporated into the Permit as <br />Appendix I. <br />The water Monitoring Plan includes ground-water monitoring, <br />for the Piceance Site (solution well field and upper plant) <br />and the Parachute Site (lower plant, which is not covered by <br />the Permit). It also contains a process monitoring section, <br />(found in Section 4.0 of the Water Monitoring Plan, Appendix <br />I) for mining operations at the Piceance Site. <br />As specified in Appendix I, the ground water and surface <br />water monitoring programs in this Permit includes two <br />monitoring periods: the baseline period, and the first five <br />(5) years of commercial operations. Established trends will <br />be developed prior to start-up of commercial operations. <br />For the purpose of this Permit, at least five (5) quarters <br />of additional baseline data must be collected prior to <br />commencement of injection. This baseline period will start <br />from July 1999. The baseline monitoring schedule for ground <br />water monitoring wells includes monthly water level and <br />water quality monitoring for a period of five (5) quarters <br />prior to the start of commercial solution mining operations. <br />Piceance Creek shall be monitored in accordance with current <br />U.S. Geological Survey (USGS) monitoring schedule for this <br />stream, as provided in Section 3.0 of the Water Monitoring <br />Plan, Appendix I. Spring and seep monitoring shall be <br />conducted twice per year, corresponding to high flow <br />(spring) and lower flow (fall) conditions for the baseline <br />period and during solution mining operations. <br />Subsequent monitoring plans applicable to the 5-30 year <br />phase of commercial mining will be developed prior to mining <br />in those areas. Any changes in the monitoring program will <br />be incorporated into the Permit by modification of the Water <br />Monitoring Plan, unless a Permit modification is required. <br />Modification of the Permit will only be required if the plan <br />has undergone significant changes. Modification of the <br />Water Monitoring Plan may also be required based on the <br />results of on-going monitoring or as appropriate, in <br />EPA FINAL Area Permit No. C03858-00000 <br />Page 20 of 164 <br />
