WEST RIDGE HYDROLOGIC PLAN - CHECK DAM CERTIFICATION <br />November 8, 1993 <br />I, David L. Beverlin, a certified Professional Engineer in the <br />State of Colorado, offer the following certification for the <br />existing 20 check dam structures in the West/Center Ridge draw at <br />the Edna Mine. • <br />This certification satisfies requirements found in Rule 4.05.6(10) <br />of the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining. The check dams are located in the area specified in <br />Exhibit 4.6-M2 of the Edna Mine permit (#C-80-001). These check <br />dams were constructed in conjunction with a plan included in the <br />Edna Mine Permit as updated by Permit Revision #PR-02. This <br />certification is specifically limited to the first 21 structures <br />designed to be constructed starting from the southern most <br />structure. 23 check dam structures are intended to be constructed. <br />Upon completion of the final 2 check dams this certification will <br />be updated to include the remaining features. <br />The construction of these check dams was observed by me, or a <br />qualified person under my direction, on a daily basis as work was <br />being performed. Work directed included surveying the site for <br />proper location and dimensions, excavation, when needed, for <br />material, shaping, compaction and rock placement in the designed <br />channel. These structures are specifically designed and intended <br />to be temporary impoundments, and will in time catch and fill with <br />sediment material from flows down the channel. Construction on <br />these certified structures started in the summer of 1992 and has <br />been continued when field conditions have allowed. <br />I certify that the 21 check dam structures considered in this <br />document, to the best of my knowledge and ability, have been built <br />with prudent best available technology methods, that the check dams <br />are in compliance with all known and applicable State and Federal <br />regulations and that the structures at a minimum meet design <br />criteria for flow capacities and structural integrity set forth in <br />the approved Edna Mine permit (#C-80-001). <br />David L.
