., <br />Mr. Peter Wayland Page 2 <br />Brownwood Pit-M79-059 <br />December 8, 2004 <br />Please explain what is the basis for the 44883 gpd/ft and S=0.2 use in the lagging analysis <br />and how the numbers represented in the lagging analysis output are converted into the values used <br />in column (5) of Table AI.4 <br />Please provide a more detailed explanation on how the Big Thompson Ditch and <br />Manufacturing Co. water would be used to provide augmentation credits. The water should be <br />diverted in priority at the ditch headgate, conveyed to the property, then measured and turned back <br />to the Big Thomson River. Please indicate if a measuring structure exists. <br />In addition since the 2 shares of the Big Thompson Ditch and Manufacturing Co. were used <br />to irrigate all the historic Brownwood Farm lands and since only a portion of those lands are being <br />dried up please provide a determination of the numbers of shares to be committed to this plan. <br />Please provide evidence that the total Big Thompson Ditch and Manufacturing Co. diversion listed in <br />Table AI.6 only include water that the 2 shares are entitled to and that may be used for <br />augmentation. Diversion claimed as the basis for historic consumptive use should not include C-BT <br />water owned by others and carried in the ditch. <br />Please provide information that no part of the historic potential consumptive use was <br />satisfied through subirrigation. If subirrigation is present, please adjust the water budget to account <br />for crop water use provided by groundwater. <br />A portion of the replacement water for this pit will come from water leased by Coulson <br />Excavating Company from the City of Loveland. Coulson Excavating Company is entitled to receive <br />annually 100 acre-feet of fully consumable water. Since water from this lease is to be used also for <br />Kirtright Pit (M86-123) and SH287-Borrow Pit please indicate how many acre-feet of the total 100 <br />acre-feet will be dedicated to each of the pits listed above. <br />Furthermore sufficient water rights must be dedicated to the property to cover the <br />evaporation requirement if the dewatering for Phase II stops and if the pits were to be abandoned <br />during the mining process. Thus, either permanent water rights are needed to be committed to this <br />plan that would cover evaporation from the entire exposed pit area that would fill with water if <br />dewatering stops, or information about the existing reclamation bond for the Brownwood Pitthrough <br />DMG for lining or backfilling of the lakes is also acceptable. <br />Please send the requested information to this office as soon as possible.
