White, a Registered Engineer in the state of Colorado, <br />Registration NO. 7964, do hereby certify that I have inspected the <br />Sedimentation Ponds at Twin Pines No. 2 Mine in accordance with Rule <br />No. 4.05.6 (13), "Sedimentation Ponds" - "Inspections", of the Rules <br />and Regulations for Coal Mining. Copies of the inspection reports for <br />Sedimentation Pond Nos. 1, 2, & 3 are attached. Comments and required <br />action is set forth on the reports. No conditions were found which <br />would affect the safety of the structures.
