There is no azea designated as a waste disposal area as all of the waste generated during he mining <br />operation was disposed of in the underground workings prior to sealing of the portals. <br />A four inch steel pipe was placed in the lower most (#1 Slope) portal prior to sealing extending out o the <br />reclaimed surface. The pipe will allow water to be discharged if the elevation of the water level exceeds <br />the elevation of the end of the pipe on the surface. Water samples will be obtained on an annual basis in <br />July if water is being discharged from the mine. The water will be analyzed for the chemical pazameters <br />listed in the "Hydrology -Monitoring Program" section. <br />The sediment pond SP-1 was backfilled, graded and seeded. The NPDES Permit for the Eastside Mine <br />expired on June 30`", 2002 and was not renewed as the sediment pond was removed. <br />The four inch pipe has aone-half inch plastic pipe installed in it. This pipe will be used to determine the <br />level of the water which surrounds the pipe. The four inch pipe has a valved vent installed to allow the <br />level of the water in the four inch pipe to equalize with the level of the water in the one-half inch pipe. <br />The elevation of the water surface will be determined by pressurizing th one-half inch pipe. When all of <br />the water is forced out of the one-half inch pipe the pressure will stabilize. <br />By measuring the pressure and knowing the elevation at the bottom end of the one-half inch pipe the <br />elevation of the surface of the water can be computed by adding the feet of water displaced (feet of water <br />= psi / .433 psi/ft of water) to the elevation of the lower end of the pipe. The elevation of the upper and <br />lower end of the pipe is stamped on the end of the four inch pipe at the surface. <br />Water level measurements will be performed on a monthly basis. A spring and seep survey will be <br />conducted in the vicinity of the downdip outcrop of the E Seam in June of each year. The dischazge of <br />any new spring flowing more than 5 gallons per minute will be sampled and analyzed for the full suite of <br />Chemical parameters listed in Table 9 Page 60. As of June 2002 no new springs have developed in the <br />vicinity of the E seam outcrop in Harvey Gap drainage. Eastside is requesting the removal of the spring <br />and seep survey requirement. <br />A riprapped channel was constructed down into the Harvey Gap Drainage just to the west of the portal <br />azea. This is to be used to prevent the erosion of the steep bank from storm runoff. This structure was <br />approved under a technical revision titled Technical Revision Application Drainage Dischazge Design. <br />The channel was constructed in accordance with the approved drawing titled Eastside Coal Company <br />Eastside Mine-Harvey Gap Typical Drainage Ditch Dischazge Design prepared By Balaz & Associated, <br />Inc. An exception to the 100 foot buffer zone to perineal streams is requested as the bottom of the <br />structure is 33' from the edge of the stream bank. <br />The diversion ditch has been removed and the drainage from the azea above them mine is directed across <br />the reclaimed area down to the riprapped drainage channel going down into the Harvey Gap channel. <br />The estimated time table for conducting each phase of the mining and reclamation operation is: <br />Remove all structured, buildings and equipment Completed <br />Regrade all the disturbed azeas Completed <br />Seed the regraded azeas Completed <br />90 Technical Revision 02/14/03 <br />
