(T' s, ~ i
CONSTRUCTION, IIIC.
95aooes*~r+a-~9.ca 9ss25
Plane 8 Fm~ (970)9242709 - (8(0) 8949005
------- ----
1•~r
Blasting Plan
Wagner Rock Pit #M•99-018
The following is a blasting proposal for the Wagner Rock Pit located in Moffat County.
The pritnary material mined in this pit is a basalt type rock that on occasion requires
controlled basting procedwes to remove the rock from pit or highwall . Common blasting
methods will include, but not be limited to, drift bla Ming by which a 3"bore hole will be
drilled approximately 5 to 10' deep. A small charge of high velocity acts as a primer to
activate low velocity anfo in a heaving affect. In each bore hole charge, around 2 pounds
of anfo will be utilized along with a primer. No surface charges will be used or blasting
procedures consistent with production blasting utilizing mass amounts of high velocity
considered.
This method of blasting has been generally accepted throughout the mining industry and is
considered a safe specification. Attached to this report is a USGS map of the region.
This map is designed to illustrate the fauh lines in the area. As noted in the reap there are
no faun lines within a 1/2 mile of the mine site whip;h is an acceptable distance for blasting.
Wah Bohrer, Commissioner for the Colorado Stag: Water Resowces was contacted with
reference to any possbility of damage to any sprint; within a 1/2 mile area for blasting.
Bohrer did not advise me of any danger to existing springs as a resuh of the blasting
procedwes as noted above.
Moffat County Planning board visited the site and concluded that controlled blasting
would be an acceptable method for mining in the area. Moffat County Commissioners
agreed and placed a stipulation in the conditional use permit that before and after blasting
periods, water tests will betaken. Ifa significant change in spring activity occurs due to
blasting procedwes, the conditional use permit eau then be reviewed for necessary
changes.
All necessary precautions have been taken for blasting and will be closely adhered to. All
blasting will be conducted by ow firm who has a reputation of positive and responsible
blasting with the inactive mine program of the D'nision of Minerals and Geology. We
have held a Colorado State blasting license since the State first required the license. We
are also considered field experts in blasting procedwes and often act as expert consuhants
for cowl testimony. My Master Shotfire currently holds a certification with the Federal
Department of Alcohol, Tobacco and Firearms as a recognized Master in the blasting
industry and authorized to store blasting agents.
