• 2.05.3(9) <br />The temporary seed mix listed in section 2.05.4(2)(e)(ii) was <br />planted in the fall of 1983 on portions of the underground <br />development waste disposal area that had been temporarily covered <br />with 9-inches of overburden. Observations were made on the area <br />to determine if the seed mix was adequate, if the overburden would <br />support revegetation, and if less than 4' of nontoxic cover could <br />be used. The 1983 vegetation experiment did not yield any useful <br />information. During the 1988 reclamation project, the underground <br />development waste disposal area was covered with 4' of nontoxic <br />cover and seeded with the approved seed mix. The revegetation <br />trial area was also covered so it had a total of 4' of nontoxic <br />cover. Revegetation was performed in accordance with Section <br />2.05.4(2)(e). The proposed final seed mix for the entire mine site <br />is listed on page 132. <br />During the 1988 reclamation project, the operator employed a full <br />time construction manager. One of the construction manager's <br />duties was to assure the underground development waste disposal <br />area was covered with 4' of nontoxic cover. Because of this <br />management control, the operator believes the disposal area was <br />covered with 4' of nontoxic cover. <br />• Inspection of the stability of the underground development waste <br />disposal area was performed on a quarterly basis during <br />construction, in accordance with Rule 4.09.1(11). During the <br />period of temporary cessation, the inspections were performed <br />annually. On November 3, 1988 a final certification for the <br />underground development waste pile was performed by J. E. Stover, <br />P.E. 19230. The final certification indicates that all of the <br />underground development waste disposal area was covered with at <br />least four feet of non toxic cover. <br />• <br />124 (Rev. 3-29-96) <br />
