• 2.05.3(4)(a)(i)
According to Rule 4.05.2(2), sedimentation ponds and treatment
facilities for surface drainage from the disturbed area shall be
maintained until removal is authorized by the Division and the
disturbed area has been revegetated and stabilized and the
untreated drainage from the disturbed area ceases to contribute
additional suspended solids above natural conditions.
The following soil loss comparison demonstrates that the untreated
drainage from the reclaimed mine site does not contribute
additional suspended solids above natural conditions. Natural
conditions are assumed to be the vegetative cover determined by the
1983 vegetation survey contained in Appendix F. The comparison is
based on calculations performed using the universal soil loss
equation. Vegetation information used in the calculation is
obtained from the 1992 vegetation monitoring report and the 1983
vegetation survey contained in the permit, Appendix F.
The Red Canyon Mine decision document dated July 29, 1988 further
addresses revegetation success at the Red Canyon Mine. Page 20
paragraph 3 states in part: "In general, the Division has assumed
that the vegetative cover on the pre-disturbance native rangeland
is "adequate to control erosion" if signs of excessive erosion are
not present". Since the Red Canyon Mine was reclaimed in 1988, no
erosion problems have been noted. The vegetation monitoring report
• shows that the reclaimed mine site has cover that is much better
than the vegetative cover on the pre-disturbance native rangeland.
• -96b- New 11-25-92
~n.~o
