Mr. Michael Boulay <br />July 22, 1999 <br />Page 4 <br />V. June 30, 1999: The annual embankment inspection was <br />conducted. Skies were partly cloudy with temperatures in <br />the 70's° F. The mine area was dry at the time of <br />inspection, and no rain had fallen in the last week. <br />II. Inspection (06/30/99) <br />A. Crest of Embankment <br />The crest of the embankment is a 60-foot wide roadway <br />used for coal haulage. No signs of stress (cracks) were <br />noticed during the inspection of the crest. The roadway <br />and aide ditches are well maintained. Safety berms are in <br />place. The side ditches are clean and functional. The <br />ditches traverse the entire length of the embankment with <br />no openings for discharge onto embankment slopes. <br />B. upstream Embankment Slope <br />Vegetation again appears to have a higher cover on this <br />slope th§n the downstream slope and erosion does not <br />appear to be a problem. No cracking was noted on the <br />slope. Very minimal impounding had occurred over the past <br />year as evidenced by the lack of debris or high water <br />linen on the fill slope. The steel stakes set to indicate <br />the 10-year, 24-hour storm water elevation are in place <br />and in good condition. <br />C. Upstream Channel <br />No water was flowing through the rock underdrain of the <br />embankment fill. No water was impounded directly upstream <br />of the edge of the embankment. The area directly at the <br />base of the embankment was dry and showed no signs of <br />dampness recently. <br />The highest 24-hour precipitation event for the previous <br />twelve months before the inspection was 0.90 inches of <br />rain on September 12, 1996. This is lower than the 10- <br />year, 24-hour event of 1.6 inches. A copy of the annual <br />precipitation data covering the previous twelve months is <br />attached as Table 1. This format was changed with the <br />submittal of the 1995 inspection. Instead of providing <br />data for the Water Year (October to September) which did <br />not cover the time frame from one inspection to the <br />preceding the current inspection. <br />
