If that cross section correctly represents <br />your reclaimed slopes and topsoiling, but the berm is not going to <br />be part of the plan, please modify the drawing and resubmit it. <br />Exhibit G - The 100-year storm runoff information included with <br />this submittal does not clearly explain or state whether the <br />pond/dam is sufficient to contain this size of event. The chart <br />you submitted is the same as the one you submitted in May 1995, and <br />is not in itself explanatory. Using the same types of calculations <br />you submitted previously for the 10-year event, I had to run the <br />figures myself for the runoff volume from the 100-year event. As <br />calculated, the dam is not quite sufficient to contain the worst- <br />case, 100-year event. However, any extra containment capacity from <br />berms or pits created during mining or road construction will help <br />alleviate this shortfall. Be aware that additional sedimentation <br />deposited in the pond may reduce its capacity significantly. <br />The cross section diagrams submitted are not completely clear. One <br />depicts a 5-foot high berm, that is to be constructed, but does not <br />explain if it is separate from or to be added to the existing dam. <br />The other diagram on the page refers to a storage volume of water, <br />though there are no volume figures or other supporting data. It <br />does not denote a location or length measurement for the berm, nor <br />include the volume of water it can hold. There is nothing included <br />stating the size of the watershed area which drains to this point. <br />I am assuming that whatever data, etc., this material refers to <br />goes back to the materials submitted as part of the original <br />application. <br />Exhibit L - There were no revised reclamation costs enclosed. I <br />will contact you later this week with some figures to review. If <br />you have any revisions to your figures, please send them. (These <br />are all based on the proposed plan, and should not affect the <br />technical issues being addressed above.
