<br /> <br /> <br />~~~ <br />Mr. Jeff Deatherage, PE / <br />State Engineer's Office / <br />1313 Sherman Street, Room 818 <br />Denver, CO 80203 <br />Y <br />RE: Substitute Supply Plan Renewal for the Feit Pit, M-77-522 <br />Dear Mr. Deatherage: <br />On behalf of Star Ready Mix, Inc., Applegate Group, Inc. requests renewal of the substitute <br />water supply plan (SWSP) pursuant to Section 37-80-120 (2) C.R.S. for the Feit Pit. Enclosed is <br />a check to the Division of Water Resources for $217 for the plan renewal fee. <br />Due to unanticipated circumstances, mining at the Feit Pit ceased for a brief period in 2003 and <br />2004. During that time, a SWSP renewal for the Feit Pit was not obtained. Star Ready Mix <br />would like to bring the Feit Pit SWSP back into compliance with the State Engineer's Office <br />(SEO). <br />UPDATED CONSUMPTIVE USE <br />Changes have occurred to evaporative consumptive use since the previous approval. Upon <br />closer investigation, the total surface area of the groundwater exposed after December 31, 1980 <br />was found to equal 35.8 acres. Figure I, attached to this SSP, shows the surface area of both the <br />east and west pits. The Feit Pit is dewatered from April through October to allow for dry mining, <br />and the pit is allowed to fill from November to March. The west pit is dewatered in April via <br />two pumps. The pumps are run for 24 hours per day for 3 weeks at approximately 3,000 gpm. <br />This pumping rate sustained for 3 weeks reduces the entire west pit from a surface area of <br />approximately 21.1 to less than 1 acre. <br />Table No. 1 and Table No. 2 show the evaporative consumptive use calculations in the winter <br />when the surface area is at 35.8 acres and in the summer when the surface area is reduced to 9.6 <br />acres, respectively. The total evaporative consumptive use equals 38.5 acre-feet annually. <br />DEWATERING IMPACTS <br />According to Al Lunbery, owner and operator of Star Ready Mix, the dewatering pump is <br />located approximately 40 to 50 feet from the Cache La Poudre River.
