• Wadge Pit (South Area) <br />- 2,800 feet - Backfilling to be completed in 2007 (dragline mined in 2003/2005, HW mined in <br />2006)(PR-04) <br />- 1,400 feet- backfif(ing to be completed by the end of 2005 (PR-051 <br />This revised variance request consists of approximately 7,400 feet of final pit and 15 acres of spoil <br />area to be backfilled and graded. During the 1`~ quarter of 2005, the 1,600 feet of Ridgeline Pit, 1,000 <br />feet of the Northern Wadge Pit, and 500 feet of the Southern Wadge Pit were backfilled and rough <br />graded (totaling 3,100 feet). As can be seen by this revised plan, the reclamation efforts have been <br />stepped up to achieve compliance as soon as possible. <br />The variance areas and proposed schedule are depicted on Exhibit 19-1, Backfilling and Grading Plan. <br />A mine progression and sequencing dates (scheduling) are for estimation purposes only. The original <br />dragline planning was developed to meet coal delivery contracts and could fluctuate based on power plant <br />demand, coal orders could increase o decrease on a monthly basis. This current mine plan is based on <br />meeting existing coal delivery contracts. <br />The mast significant disturbance is advance topsoil removal which must be completed by November 1 of <br />each year in order to allow the overburden removal operation to continue during the winter and wet spring <br />months. <br />The efficient removal of topsoil at Seneca II-W is considered to be virtually impossible during the six-month <br />period from November 1 to May 1 of any given year. Consequently, at the end of any given year, <br />approximately one-third of the coal acreage to be mined during the next year will have been disturbed by <br />topsoil removal activities. The total annual disturbed acreage figures in the table include the coal areas <br />mined and the advance topsoil removed areas, as well as the other disturbances including spoil areas, <br />existing and proposed haul roads, power lines, storage yards, and facilities. <br />In order to avoid the confusion created by too many overlapping yearly lines, only the graded areas for each <br />year are shown on Exhibit 19.1, Backfilling and Grading Plan. The facilities including utility lines, haul roads, <br />drainage and sediment control structures, and the dragline erection pad are illustrated on Exhibits 12-2, 13-1, <br />and 13-2, and are described in Tab 13.
