~= ~ ~
Mr. Jae Hccher
January 15, 1981
Page 1~0
8HBI8IT E - Heclamation Phan
1. You claim that you want a steep elope as a break area. TJill this be a
steep headva114 What will bo the relief of this alope4 Please show on
map.
2. Steep elopes invariably havo probloma with runoff and accmlerated erosion.
What measures will you provide to control/prevent eraeion4
3. Your proposal for natural revegetaelon is unusual and deserves several
consenes. Steep elopes erode qu~~Kly unless they are lmrsedietely stabi-
lized. I taoul.d agsee that the relatively flat areas arnuad the calving
areas could be left alone, but anises there are very spacial circ~meteacae
involved at this site, I am surprised the BCS would eves suggmet natural
revegatation on steep windbreak type elopes. It goes against very basic
ecological coacepto, and unless convinced, I will not agreo to this method
of revegetation. Y will however, recommend s seed min for the site. We
can disease this later.
6. Whae will be the masiman slopo of the reclaimed site, particularly the
steep Hindbrmaka?
EIaiLHIT R - Reclamation Costa
As I had discussed with you on the phone, I spoke to our Director, Dave
Shelton, about your surety proposal. He oaid the State will require s bond
because:
1. The State bases its surety requirements on costs to reclaim in
the evens of a default of the operator. These costs arm not
based on what it trould coat for the operator, but what it would
coat the Seats ea contract ont thin labor.
2. Although a calving area ie beneficial to you, the 8eate would
probably nos keep iC ae such but regards the elopes and revegetate
the site.
Given this information, please submit an estimate on costa to regrade the steep
slopes folloving mining, seedbed preparation (topsoil replacement, diacing),
seeding and mulching for the mine acres.
OTHER
Please send proof of publication notices to adjacent landowners and the
newspaper public notices.
If rou have anq questions, please call.
Sincerely,
t4tke 6tanton
Reclamation Specisliat
t9s/gym
